AUSTIN — Texas smokers will pay significantly more for cigarettes starting Jan. 1 when the excise tax increases by $1 a pack in a move that health experts hope will discourage folks, especially teens, from lighting up.


The state tax increase — from 41 cents to $1.41 per pack — also will help pay for school property tax cuts.


Some smokers say legislators went too far, while the convenience store industry worries that the steep price increase will lead to more black market sales and cut into legitimate sales of tobacco products.


But others argue that health issues should trump all else.


"The cigarette tax, more than anything, will have the most significant impact in stopping kids from ever starting smoking, because they are so price-sensitive," said James Gray, a spokesman for the American Cancer Society, Texas chapter.


The Texas tax increase will push the price of a single pack of cigarettes to around $4.50.


An estimated 143,000 Texas adults will quit smoking, and a projected 284,000 teens never will start smoking as a result of the tax increase, Gray said, citing various studies. About 3.3 million Texans currently smoke, based on a 20 percent adult smoking rate in the state, he said.


Texas taxpayers spend about $1.5 billion a year, Gray said, for treating tobacco-related illness in the Medicaid program for low-income people.



'A terrible shock'Most smokers don't realize they soon will be paying considerably more for their habit, said longtime smoker Gertrude Lizakowski, of San Antonio.


"They are going to get a terrible shock when Jan. 1 comes around," she said.


A one-pack-a-day smoker will pay nearly $50 a month in tobacco excise and sales taxes, Lizakowski said.


"That's pretty heavy for smokers in Texas," she said. "I think it's unfair, because it targets one class of people."


Lizakowski has been smoking for 66 years and does not plan to stop now.


"Am I going to quit just because cigarettes go up $10 a carton? No. Why should I? It's an addiction. It's a withdrawal thing just like drugs. And it's hard on your nerves," she said about quitting.


She recently stocked up with seven cartons to save herself $70 in new taxes.



Teenagers and smokingLawmakers declined to increase cigarette taxes during a tight budget year in 2003 when they cut spending on the Children's Health Insurance Program.


But they could not resist raising cigarette taxes in the spring when searching for more revenue to cut property taxes. The $1-per-pack increase should generate roughly $700 million a year more in taxes, according to projections by the comptroller's office: $682.6 million in fiscal 2008 and $722.8 million for fiscal 2009.


All of that new tax revenue will go to reduce property taxes. But Senate Health and Human Services Chairwoman Jane Nelson, R-Lewisville, said she will renew efforts in the upcoming legislative session to allocate a modest portion for smoking prevention programs aimed at teenagers.


"As a mother and a grandmother, it's very important for me that we stop a whole other generation of kids from being hooked on tobacco," she said. "The cost is just too great."


She said she wants lawmakers to set aside 5 percent of the new tobacco tax revenue for anti-smoking programs.


"Every month you can keep a person past 14 from smoking, chances are they won't become a smoker," Nelson said.


Texas' cigarette tax rate will leave 15 other states with higher taxes on cigarettes. New Jersey has the highest state tax at $2.58 per pack. But some communities also impose local taxes, creating a combined state-local tax rate of $3.66 per pack in Chicago, for example. Anchorage has a tax of $3.10 per pack, and New York City taxes $3 per pack.



Tobacco sellersConvenience stores are bracing for a financial setback, as cigarettes represent 34 percent of in-store sales, said Chris Newton, president of the Texas Petroleum Marketers and Convenience Store Association.


About 14,000 convenience stores in Texas will face fewer sales as shoppers forgo stops for cigarettes, Newton said.


"Consumers who choose not to stop by a convenience store to purchase cigarettes means that those same consumers will also not be making other purchases they traditionally make when purchasing cigarettes, such as soft drinks or food products," he said. "The economic impact of these consumers' decisions will be especially felt in Texas' boarder cities like El Paso and Texarkana."


El Pasoans will save $5 in excise taxes on every carton by shopping in neighboring New Mexico, while Texarkana shoppers could save more than $8 per carton in Arkansas.


"The impact will be disproportionate along those areas of Texas that boarder other states, because the consumer will readily cross the boarder to save that much on cigarette taxes," Newton said.


He said he fears that more smokers will turn to the Internet for tax-free cigarettes, Indian tribal retailers or black market cigarettes.


The convenience store industry will urge Texas lawmakers and the comptroller's office to beef up enforcement efforts.


"Our association has encouraged its members to promptly report any signs of illicit activities or other tax-evasion schemes to the comptroller's office or their local law enforcement authorities," Newton said.

Smokers have really been catching it lately haven't they?  Florida is big on the anti-smoking campains for kids, haven't seen that it has worked very well around here.  I think that around here a pack will cost about $3.50 now.  But then we are used to having the crap taxed out of us for everything.

How Long Do We Have?


About the time our original 13 states adopted their new constitution, in 1787, Alexander Tyler, a Scottish history professor at the University of Edinburgh, had this to say about the fall of the Athenian Republic some 2,000 years prior:


"A democracy is always temporary in nature; it simply cannot exist as a permanent form of government. A democracy will continue to exist up until the time that voters discover that they can vote themselves generous gifts from the public treasury. From that moment on, the majority always votes for the candidates who promise the most benefits from the public treasury, with the result that every democracy will finally collapse due to loose fiscal policy, which is always followed by a dictatorship."


"The average age of the worlds greatest civilizations from the beginning of history, has been about 200 years. During those 200 years, these nations always progressed through the following sequence:


1. From bondage to spiritual faith;


2. From spiritual faith to great courage;


3. From courage to liberty;


4. From liberty to abundance;


5. From abundance to complacency;


6. From complacency to apathy;


7. From apathy to dependence;


8. From dependence back into bondage ."




Professor Joseph Olson of Hamline University School of Law, St. Paul, Minnesota, points out some interesting facts concerning the 2000
Presidential election:


Population of counties won by: Gore: 127 million; Bush: 143 million;


Square miles of land won by: Gore: 580,000; Bush: 2,427,000


States won by: Gore: 19 Bush: 29


Murder rate per 100,000 residents in counties won by: Gore: 13.2 Bush: 2.1


Professor Olson adds: "In aggregate, the map of the territory Bush won was mostly the land owned by the tax-paying citizens of this great country. Gore's territory mostly encompassed those citizens living in government-owned tenements and living off government welfare..."


Olson believes the United States is now somewhere between the "complacency and apathy" phase of Professor Tyler's definition of democracy, with some 40 percent of the nation's population already having reached the "governmental dependency" phase.

funny, they dont fight that with the alcohol companies and the asbastic (spel) before it was known how badly it damages your lungs.......


but notice its about the cost to treat the sympotoms, they still dont offer more incentives for patches and such.

What do I care if Texas smokers want to spend 1.5 billion on smoking related health cost .....


I should  care if my government spends it ....    We simply can not afford to fix every thing for every one ....


Now where does that 1.5 billion come from .....   out of the pockets of hard working Americans that will have to find another source of money to bolster their own retirement accounts and pay for their own medical care or wind up on welfare as yet another victim for the government to support ...


The way we think now produces a never ending supply of victims that will vote for the candidate that promises them the most of hard working peoples money ...   Legalized theft ....


As for alcohol ...   don't worry ....    next on the agenda is fat people ....   alcohol is not far down the line ....

And just when you think they have taken everything and you are depressed and seeking a pick me up of fun.....then they will hit alcohol! They will use drunk driving accidents and the cost of treating alcohol related illnesses and abuse as a stepping stone to getting the sheeple to vote their way (as if voting is still a real option anyway).......

i think its an awesome idea. cigarettes are between 9-10 a pack in canada-and the rate of smokers is dropping. and people should pay for their high risk lifestyles-why should those of us that work to stay healthy pay for people with bad habits?

also, in my city, nobody can smoke in any public or private premises-excluding ones home. in fact you cant even smoke outside the doorway-and i love it. i never stink like smoke at restaurants anymore. :)

You could raise the tax to ten bucks a pack and not one dime of it would find its way to healing someone that got sick from smoking. 


They will mismanage the funds ..   spend it anywhere but what it was collected for and still steal more money from your pocket trying to heal a dying person that was to stupid to quit.


If you want your government to protect you from cradle to grave ... Tell you what you can or can't do for your own good,   I suppose this is a good thing ...


If you want freedom ....   then their is a cost ....   you get to pay for your own stupid mistakes ...

So I suppose that 350 pound plus slob that eats themselves to 500 pounds, can't walk let alone get outside their house deserves my money too???? And the alcoholic that beats his wife and ignores his kid, he deserves my money too????? Oh that's right, we should let the government step in and MAKE those annoying, smelly people stop because I don't like what they do....... Well I don't want to watch 2 guys butt fuck either, but does that give our government the right to make it illegal and send them to prison? HELL NO!!!!! 


You cannot just pick and choose what you think the government should stop for you, it doesn't work that way and it wasn't designed to work that way. Or....do you want some scientist in a basement getting paid with government grants (our tax dollars) to do some 2 year study and decide that chocolate is "bad" (again, they have made that assessment before and then later flip-flopped) and make it illegal to buy M & M's and if you are caught eating them you go to prison for 8 years (longer than most murderers get these days in Ohio)??????

the difference is our tax/health care systems. in canada, we dont pay for healthcare. whenever i go to the hospital or see a doctor, i dont pay. when i needed a colonoscopy i got one within a week-free of charge. my mom got in, got her tests done, and was diagnosed and on medication within 2 weeks for her leukemia-not one dime out of pocket. my youngest brother, who has diabetes, gets his treatment without paying either-good deal i say. none of us smoke, drink, or use drugs. all of us exercise. but we work and pay our taxes. but the smokers die and get sick at a MUCH higher rate than anyone else (only thing that comes close is fat, inactive people). so they should support a larger payment for their piece of the healthcare pie. as should fat people. in fact there is a bill in our parliament to tax transfats at a higher rate. i say good. other than the fact that fat is killing industrialized society, i hate seeing fat asses and saggy bodies when i go to the beach-its just not nice to look at. lol!

as for "government telling us what to do", who cares? they tell you when you can drive, where you can drive, when you can drink, what you can consume, times you can cut your lawn, when you can water your grass, how to transport your gasoline, how you pump your gas, where you can walk or ride a bike on the streets, how loud you can have your music, who you can marry, who you can have sex with, who you can adopt, who you can kill, who you can eat (why is canibalism illegal between consenting adults?), etc. etc.............

life is full of laws. get over it. and show me your boobs.

well we dont have any "boarders", but we do have a "boarder"-and it has plenty of "illegals" cross it. "illegals" still purchase goods, pay tax on those goods, and stimulate the economy. and yes, those "illegals" are entitled to use our health care system. as for "breaking the law"-lol! whos law? like the one the US broke when they "broke" international law to invade iraq? lol! law is in the eye of the beholder. people follow whichever ones they want. ever pay for a service under the table? cross the street at a non intersection? not buckle your seatbelt? always reported renovations on your home-even though they increase the value and cause your property tax to go up? lol! everyone is a "law breaker", and since the current "legals" in northamerica (and elsewhere) are simply the "occupiers of strength of the moment", who cares?

i know i wasnt dying to clean toilets, drive a cab, or wash laundry for less than minimum wage, no benefits, and no legal status. let the "illegals" have those jobs. whens the last time you saw an "illegal" CEO? lol! i still havent seen any boobies.

Your right .....   they pay the taxes just like any one else .....  And thats why some were pushing for a federal sale tax over a income tax ....  that way every paid as they go .....   no working under the table skipping out and sending tax dollars back to Mexico

The point is..no SS #..no benefits. If someone is given any; its because someone made a mistake while looking over the app. and if that is discovered , benefits are dropped

Sideshow...I like the way you think. My brother and his wife wok for the state in the welfare distribution dept.......he verifies how mistaken most of the Us is about what benefits go to whom. Exactly. Everyone is looking for a boogey man to blame for their whoas. commies, arabs, treehuggers, unions, corporations, illegals, whatever. the fact of the matter is, we all want the same thing-to live, enjoy life, and prosper. just everyone has different ideas on how to get there. who can blame an "illegal" for wanting the same thing. but smoking is a terrible scab upon society. it hurts not just the smoker, but those that breath the second hand smoke, and those that have to help foot the bill for the health costs of those that engage in this high risk recreational activity. it is a blight upon society. make cigarettes 20 a pack i say. and make all beaches topless.

And with the mentality of that, sex should be illegal because it causes procreation and I am tired of my money paying for some dumb ass to raise their kid, smoke some crack and not have to work while they sit at home at get a govt. check!.....WAKE THE FUCK UP PEOPLE!!!!!!!!!!!!!!!! maybe sex should be illegal for some people-or at least forced sterilization. if someone does not have the ability or intention to care for their offspring, they should not be allowed to procreate-so i agree with you. why should others pay for the children of those too stupid to use birth control? but smoking is still killing more people than drugs. :)
