Does anyone else feel like the shall/may issue states are infringing upon 4th amendment guarantees? Or do you feel that the 4th amendment applies only to those firearms kept in your home?
In the realm of law, the term "Shall" always means "will" or "must". If the government evered ruled to the contrary, many laws that dictate police behavior (among others) would have to be re-written.

While that may be.....citizens in the 'Greatest State in the Union' (cough cough-MD apparently) can meet all the requirements for a handgun permit and be denied one as it's a shall/may issue state. I don't think it's right.
John Q. Law-Abiding citizen cannot get a carry permit unless he has been the victim of a violent crime and is currently suffering threats of recurring violence. Even retired police officers and current officers working secondary employment are routinely turned down for carry permits by the MD State Police. It's ludicrous!
Perhaps I should have put this in the Pissed Off Section rather than the debate section. Damn and double damn.
Not sure what your angle is on the 4th...but I would certainly argue that it is indeed an infringement of the 2nd amendment.
I wholeheartedly agree with you that anyone who can QUALIFY to carry should be allowed to do so with no 'reason' other than they feel the need to apply.

you said it right its infringes however, in the world we live in today, with the nuts and the thugs, i see the reasons that they want the process set up. but yest it infrindges.
and LEO should be given a permit no matter what. look at the job they do.

How does that work? Do you have to put that on an application? You may have grounds for a civil suite, if you want to go through the hassle.
However, I'd just leave the state. Even rats are smart enough to jump off a sinking ship.
