Don't be an ass like me type of ass. Be firm, stern, not wishy washy. Tell them you have thought over what they have offered and you are not satisfied with it. Be ready to walk, and do so if you have to. They will be calling in a couple days, if not before you get out of the building because they magically found a spot for you. Recruiters do not have quotas, they have "goals"... call it what you want, he will not let you walk because he needs you more then you need them. DO NOT let them bully you by saying you have already signed the paperwork. That is a line of BS too.
